Chester man formally charged in connection with Monday standoff
A Chester, IL man has been formally charged in connection with a standoff Monday with authorities after allegedly posting death threats on social media.
40 year old Toby Latham has been charged of falsely making a terrorist threat by Randolph County States Attorney Jeremy Walker.
After an eight-hour standoff with authorities, Latham was taken into custody around 7:45am Monday from an apartment building at the corner of George and Stacey Streets in Chester. The building use to be the former home of the Chester Clinic many years ago.
In the charging document, Walker wrote that Latham "knowingly made a threat to commit a terrorist act in that the Defendant claimed to have hostages which he threatened to kill if his requests were not met, the Defendant would not be taken alive by the police and threatened to have three bombs which he would detonate, knowing such statements to be false."
The charge is a Class 1 Felony.
Later Monday, Latham made his first appearance before Judge Richard Brown in Randolph County Court. Bond was set at $100,000.
Walker said Latham indicated he was going to attempt to retain private counsel.
A status hearing has been set for next Monday, November 13 at 10am.
